STREET SWEEPING UPDATE ARTICLE CORRECTION

The Rossmoor Community Services (RCSD) Board of Directors would like to update the community on the status of the proposed street sweeping schedule change and the progress that has been made in the past few weeks.  First, with the recent COVID-19 (Coronavirus) pandemic and the significant impact this is having on the community, residents are advised that street sweeping parking violation ticketing has been suspended while residents are being asked to stay at home as much as possible and schools have been closed. 

Since 1983, the Rossmoor Community Services District (RCSD) street sweeping schedule has been on the first and third Monday of each month between the hours of 8:30 a.m. to 4:30 p.m. As residents are aware, this schedule has been challenging to local schools and residents since alternative parking other than garages and driveways is limited. Those residents with multiple cars, caregivers, visitors, contractors and home businesses are negatively impacted and may be ticketed for parking on the street during street sweeping hours by the Orange County Sheriff’s Department in accordance the California Vehicle Code Section 22507.6.

As a result of our community’s input at the stakeholders meeting held on October 3, 2019, an online survey, and discussion between the RCSD Board of Directors and Orange County Supervisor Michelle Steel’s office, we are happy to report that Supervisor Steel recognized the need for a change and supported our request.  Therefore, we believe progress has been made towards a new street sweeping schedule.

At the March 10, 2020 RCSD Board of Directors meeting, the Board unanimously took action and authorized that a draft resolution be sent to Supervisor Steele’s office requesting additional funding consideration, and requesting that a resolution be finalized and submitted to the Orange County Board of Supervisors for their approval. This action would facilitate the change in the street sweeping schedule and parking enforcement.

The proposed street sweeping schedule specifies that street sweeping and parking enforcement would be conducted from 8:30 a.m. to 1:30 p.m. every Monday including holidays (with the exception of fifth Mondays). On the 1st and 3rd Monday of each month, odd numbered addresses will be swept, while on the 2nd and 4th Mondays of each month, even numbered addresses will be swept. This new concept will provide our residents with parking options on alternate sides of the street that are not scheduled for sweeping.

While the proposed street sweeping schedule change is currently at the conceptual stage, the Board continues to move forward with the preparation of contractual agreements and identifying the source of additional funding that may be needed for the new street sweeping schedule. With regard to signage, it should be noted that the existing number of signs and their location, are adequate.  Therefore, the signs should only need to be changed to reflect the new schedule. 

We appreciate the support of the Rossmoor community as we work to alleviate some of the parking issues that have been experienced because of street sweeping in the community.
